As you know, all energy-saving standards for homes in Japan are based on voluntary standards and are not mandatory. (It seems that the situation regarding whether they will become mandatory in 2020 is still uncertain.)
In contrast, "everything is mandatory" in Europe, Türkiye, New Zealand, China, etc.
The next strictest are "a mixture of mandatory and voluntary" in the United States, Canada, and Australia.
Russia, South Korea, and Mexico are "partially obligatory"
Japan is a country where everything is voluntary.
