In Europe and the United States, houses with proper insulation performance are fairly common, regardless of whether they are detached houses, apartment buildings, new buildings, or existing houses. However, in the middle rooms on the middle floors of south-facing apartment buildings, even if they have poor insulation, as they are surrounded by neighboring houses, as long as the windows are reinforced, they can maintain a good indoor temperature environment, which is rare in Japan. Moreover, there is almost always a balcony on the south side, which provides protection from the summer sun.
However, there are problems with this as well.
The problem is that there are very few condominiums in the area, especially in the north of the Tohoku region, where the climate is very cold and the average annual income is relatively low. In this area, we must do our best to build houses that meet the above criteria, and if that is not possible, we should move to a warmer climate in the first place. It is no exaggeration to say that we will have to "work for heating our homes."

The more financially strapped a household is, the more they should aim to meet all six of these criteria. If they cannot, the monthly payments will end up being higher even if the initial cost is lower.
For example, we often hear people say, "I don't like air conditioners, so I want to use a radiant heater." However, choosing a heater other than an air conditioner means double investment in equipment, as you have to install another heater in addition to the cooling appliance, which is the only option. It is also important to note that no matter what heater you choose, your utility bills will be higher than an air conditioner (note that this does not apply to wood stoves, if firewood is available for free or at a low cost).
I fully understand the high-quality comfort of radiant heating. However, this is the next step after satisfying all six criteria, and I think it can be said to be a kind of luxury or preference. For reference, the unit price of each heating appliance is shown in the chart below.
The first point, "C value should be at least 2 or less, ideally 1 or less," is closely related to the idea of "a home that is air-conditioned effectively." In homes with a low C value, air conditioners that use air to heat and cool are extremely ineffective. Furthermore, in homes with a C value below 2, it is impossible to maintain clean air quality with the type 3 ventilation system used in most homes. This point is also related to health risks, so it is an important point in that sense as well.
In a typical home, hot water is the largest source of energy. This is a momentary decision made by the designer, but it is a very important decision that will have a huge impact on utility bills over the next 10 to 15 years before the equipment breaks down.
